How to Make a Custom Eyeshadow Palette: Formula, Pans, Packaging

Eyeshadow palettes are one of the most profitable beauty SKUs — and one of the most failure-prone for first-time founders. Here's the full process, the way an OEM factory actually runs it.

Step 1 — Concept and shade story

Pick 8, 12 or 15 shades built around a clear story (sunset, neutral, jewel-tone). Mix textures: 60% matte, 30% shimmer, 10% accent (duochrome, glitter).

Step 2 — Shade development

Two paths:

• Stock shades — pick from a 500+ library, samples in 5 days.
• Custom formula — lab develops shades to your reference, 2–3 weeks per round.

Always request pressed pans on paper cards for visual approval before pan production.

Step 3 — Pan layout and tooling

• Round pans (26mm/36mm) — universal, no tooling.
• Square / hexagon / custom-shape pans — $200–$800 tooling, 15-day mould lead time.
• Magnetic mounting — adds $0.30/palette but allows refills (great brand stickiness).

Step 4 — Casing

Choose by positioning:

• Plastic case — $0.50–$1.50, mass-market.
• Paperboard with magnetic close — $1.20–$3.00, indie / clean-beauty.
• Debossed leatherette — $2.50–$6.00, luxury.

Include a mirror unless the palette is single-pan; absence kills reviews.

Step 5 — Compliance documents

Don't skip these — customs will hold your shipment:

• MSDS + CoA per shade.
• Ingredient list in INCI format.
• EU CPNP notification (if selling in EU/UK).
• FDA registration + facility number (if selling in US).
• Stability + PAO testing (recommended).

Step 6 — Production timeline

• Shade approval: 2–3 weeks
• Pan production: 10 days
• Case + print: 15 days
• Filling + assembly + QC: 7 days
• Total realistic timeline: 8–10 weeks from artwork to ex-factory.

Common mistakes that kill launches

1. Skipping stability testing — palette breaks in transit, 1-star reviews.
2. Photographing shades under tungsten — they look totally different on customers.
3. Underspending on the case — buyers judge palettes by the clack of the magnet.
