Do Wooden Makeup Brushes Need Fumigation? Australia BICON, ISPM 15 & Export Rules

Do wooden-handle makeup brushes need fumigation for export? Australia BICON rules, ISPM 15 wood packaging, plus New Zealand, US, EU, Japan and Korea requirements.

Buyers importing wooden-handle makeup brushes into Australia, New Zealand, the US, Canada, the EU, Japan and Korea almost always ask the same question before their first shipment: do wooden makeup brushes need fumigation? In most cases the finished brushes themselves do not, but the wooden packaging almost always does. Here is the practical, up-to-date breakdown we give our OEM/ODM clients.

Short answer: Finished wooden-handle makeup brushes usually do not require mandatory fumigation or heat treatment. Any wooden pallets, crates or dunnage used to ship them must comply with ISPM 15 (HT or MB treatment plus a clear IPPC mark). Always confirm current conditions with the destination authority before shipping.

Australia: the strictest and most important case

Australia's Department of Agriculture, Fisheries and Forestry (DAFF) manages biosecurity import conditions through the BICON system. Its official "Wooden products" case explicitly lists:

  • Brushes and combs (including makeup brushes) — classified as wooden products that require minimal biosecurity intervention. Assessment factors include the manufacturing process, end use and historical import data; the risk is considered reduced to an acceptable level.
  • Tool and brush/broom handles — listed in the same category.

What this means in practice

  • Finished wooden-handle makeup brushes that are processed, bark-free, clean, free of live insects and free of soil or plant debris are generally not subject to mandatory fumigation or heat treatment.
  • The timber must show no bark, no signs of insect attack (borer holes, frass) and a clean surface.
  • Other materials must also comply. If the bristles are animal hair (goat, pony, boar, squirrel), the shipment must additionally meet import conditions for animal fibres and hair. Commercially finished brushes are usually acceptable, but the exact case should be confirmed in BICON. Synthetic (nylon/PBT) bristles carry lower risk.
  • Consignments can still be inspected on arrival. If a problem is found, goods may be treated onshore, re-exported or destroyed — at the importer's cost.

Wooden packaging into Australia

All wooden packaging material (pallets, crates, cases, dunnage) must:

  • Comply with ISPM 15 — heat treatment (HT) or approved fumigation (MB) — and carry a legible IPPC mark.
  • Australia enforces this extremely strictly. Untreated or incorrectly marked wood causes delays, mandatory onshore treatment or re-export of the entire consignment.

Before shipping, search BICON using a product description such as "wooden makeup brushes" or "brushes and combs", or have your Australian importer confirm. Certificate requirements and permitted treatments (methyl bromide restrictions, for example) change over time.

Other major markets

MarketFinished wooden-handle brushesWooden packaging
Australia (DAFF/BICON)Minimal intervention; no mandatory fumigation if clean and bark-freeISPM 15 + IPPC mark, strictly enforced
New Zealand (MPI)Usually exempt from mandatory fumigation; must be clean and pest-freeISPM 15 required
USA / CanadaGenerally no extra fumigationISPM 15 mandatory
European UnionGenerally no extra fumigationISPM 15 mandatory
Japan / KoreaUsually not mandatory; confirm in advanceTreatment normally required

New Zealand's biosecurity regime closely mirrors Australia's — check the Ministry for Primary Industries (MPI) requirements. In the US, Canada and the EU the focus is squarely on wood packaging material, not on the finished brush.

Practical checklist for exporters and importers

  1. The product itself — make sure handles are fully kiln-dried and finished (no green timber, no bark), and that bristles are clean and compliant. Material declarations and processing statements speed up clearance.
  2. Packaging — prefer non-wood packaging: cartons, plastic pallets or pressed/processed board pallets, which are exempt from ISPM 15. If solid wood is unavoidable, treat it to ISPM 15 in advance and keep the certificates.
  3. Documents — commercial invoice, packing list, material declaration, and any treatment certificate from an accredited provider.
  4. Risk control — countries such as Australia operate a zero-tolerance biosecurity policy, and even minor non-compliance is expensive. Work with an experienced freight forwarder or customs broker, and have the consignee verify conditions in BICON in advance.
  5. Cosmetic regulation — makeup brushes are tools, so they normally fall outside cosmetic-ingredient approvals such as TGA registration (unless special claims are made), but the consignment still needs standard import declaration.

How we prepare export orders at Malena

As a makeup brush manufacturer shipping worldwide, we build compliance into production rather than fixing it at the port:

  • Wooden handles are kiln-dried, sanded, sealed and lacquered — no bark, no residual moisture issues, no live pests.
  • Animal-hair bristles are washed, sterilised and graded before assembly; synthetic fibre options are offered for markets with tighter animal-fibre conditions.
  • Default export packing uses five-layer corrugated export cartons, not wooden crates, so ISPM 15 does not become a bottleneck.
  • When a customer requires pallets, we supply ISPM 15 heat-treated pallets with visible IPPC stamps and retain the treatment records.
  • We provide material declarations, packing lists and treatment certificates with every shipment.

Final word

Regulations change. The definitive answer always comes from the destination country's official system — BICON for Australia, MPI for New Zealand, and the equivalent customs or plant-health authority elsewhere — or from your local customs broker. Re-check before each shipping season.
